Citizen’s Guide to NEPA
This Guide was created by the Council on Environmental Quality (CEQ) to help citizens and organizations effectively participate in Federal agencies’ environmental reviews, like an Environmental Impact Statement (EIS), under the National Environmental Policy Act (NEPA).
The EIS provides an opportunity for you to be involved in this decision-making process. Citizens often have valuable information about places and resources that they value and the potential environmental, social, and economic effects that proposed actions, like long-term improvements to US 281, may have on those places and resources. This guide provides an explanation of what an EIS is and how you can effectively be involved in the process.
